'Miss Holocaust Survivor' crowned in Israel, stirring smiles and controversy

HAIFA, Israel - Fourteen women who survived the horrors of World War II paraded Thursday in an unusual pageant, vying for the honour of being crowned Israel's first "Miss Holocaust Survivor."

Billed by organizers as a celebration of life, the event also stirred controversy. In a country where millions have been touched by the Holocaust, many argued that judging aging women who had suffered so much on physical appearance was inappropriate, and even offensive.

"It sounds totally macabre to me," said Colette Avital, chairwoman of Israel's leading Holocaust survivors' umbrella group. "I am in favour of enriching lives, but a one-time pageant masquerading (survivors) with beautiful clothes is not what is going to make their lives more meaningful."

Pageant organizer Shimon Sabag rejected the criticism, saying the winners were chosen based on their personal stories of survival and rebuilding their lives after the war, and physical beauty was only a tiny part of the competition.

"They feel good together. They are having a good time and laughing in the rehearsals," said Sabag, director of Yad Ezer L'Haver, or Helping Hand, which assists needy Holocaust survivors and organized the pageant.

"The fact that so many wanted to participate proves that it's a good idea."

Nearly 300 women from across Israel registered for the competition and contestants were whittled down to the 14 finalists who appeared Thursday.

The contest, part of Helping Hand's annual "cultural" night, included a lavish dinner and music at a Haifa reception hall. Some 600 people attended, including two Cabinet ministers, Moshe Kahlon and Yossi Peled, himself a Holocaust survivor.

The women, ranging in age from 74 to 97, clearly enjoyed themselves. Wearing black dresses, earrings and necklaces, and sporting blue-and-white numbered sashes, they grinned and waved as they were introduced to the adoring audience. Music played as the contestants walked along a red carpet, introduced themselves and described their memories of World War II.

"I have the privilege to show the world that Hitler wanted to exterminate us and we are alive. We are also enjoying life. Thank God it's that way," said Esther Libber, a 74-year-old runner-up who fled her home in Poland as a child, hid in a forest and was rescued by a Polish woman. She said she lost her entire immediate family.

A four-judge panel consisting of three former beauty queens and a geriatric psychiatrist who specializes in treating Holocaust survivors chose the winner. Hava Hershkovitz, a soon-to-be 79-year-old, was banished from her home in Romania in 1941 and sent to a detention camp in the Soviet Union for three years. Today, she lives in an assisted living home run by Helping Hand.

"This place is full of survivors. It puts us at the centre of attention so people will care. It's not easy at this age to be in a beauty contest, but we're all doing it to show that we're still here," the silver-haired Hershkovitz said.

Wearing a glittering tiara, she was joined by her granddaughter, Keren Hazan. "I'm very proud of her because she's the most beautiful woman in the room tonight," Hazan said.

In addition to the contestants' accounts of surviving Nazi ghettos and concentration camps, their later contributions to their communities were also considered, Sabag said. Physical appearance was maybe "10 per cent" of the criteria, he said, though a cosmetics company was recruited to help the women dress up for the occasion.

"We always tell them to dress well and look good. To think positive and to take care of themselves," Sabag said. "Always look at life with a smile and continue to live."

The thought that physical appearance could even remotely be a factor rubbed some the wrong way. Avital, of the Holocaust survivors' umbrella group, criticized the cosmetics company, saying it was using Holocaust survivors in a cheap marketing stunt to promote their products.

"Why use a beauty contest to show that these people survived and that they're brave?" wondered Lili Haber, a daughter of Holocaust survivors who heads an Israeli organization that assists survivors from Poland. "I think it's awful. I think it's something a decent person shouldn't even think about."

The Holocaust, in which Nazi Germany oversaw the systematic slaughter of 6 million European Jews, plays a unique role in Israeli society. The country gained independence in the wake of the Holocaust, serving as a refuge for hundreds of thousands of people who survived the genocide.

Nearly 200,000 aging survivors live in Israel today, and the country's annual Holocaust Day is one of the most solemn occasions on the calendar. Restaurants and cinemas close, and the country comes to a standstill as sirens wail for two minutes. Israeli leaders, including Prime Minister Benjamin Netanyahu, frequently make references to the Holocaust when discussing the threat they believe a nuclear-armed Iran would pose to the Jewish state.

Thursday's contest was among the many unconventional beauty pageants that have sprouted up over the years. The war-torn countries of Angola and Cambodia have held "Miss Landmine" contests for survivors of land mine explosions, Star Trek fans enjoy the "Miss Klingon Empire" contest in Atlanta, and plus-sized women in Thailand compete for the honour of "Miss Jumbo Queen." There are also a senior citizens' pageants in the U.S.

Gal Mor, editor of the popular Israeli blog "Holes in the Net," said Thursday's pageant was well-intentioned but misguided.

Fordham Institute Review of New Science Standards: Fealty to ...

Fordham Institute has published their? review of the draft of the Next Generation Science Standards. ?Achieve wrote the the new science standards.?? Achieve also wrote the math and reading/language arts common core standards.

Unchanging fealty to a conservative agenda and a canonical view of science education restricts and confines Fordham?s review to an old school view of science teaching. ?Science education has rocketed past the views?in two reports issued by Fordham about science education standards.

The Fordham reviewers use a strict content (canonical) view of science education and dismiss any reference to the scientific practices (science processes) and pedagogical advances such as constructivism, and inquiry teaching. ?Many of the creative ideas that emerged in science teaching in the past thirty years represent?interdisciplinary thinking, the learning sciences, deep understanding of how students learn science, and yes, constructivism.

These creative ideas are not reflected in Fordham?s analysis of science teaching and science curriculum.

I have also studied and reviewed the draft of the Next Generation Science Standards and have written about them here, and?here.

The Framework

In 2011, the Carnegie Corporation funded the National Research Council?s project A Framework for K-12 Science Education?(Framework). ?The Framework was published last year, and it being used by Achieve as the basis for writing the Next Generation Science Standards?(Science Standards)

These two documents, The Framework and the Science Standards, will decide the nature of science teaching for many years to come.

In this post, I?ll focus on how Fordham has responded to these two reports.

In late 2011, the Carnegie Corporation provided financial support to the Fordham Institute to review the NRC Framework. ?The Fordham report?was a commissioned paper (Review of the National Research Council?s Framework for K-12 Science Education), written by Dr. Paul Gross, Emeritus Professor of Biology. The Gross Report was not a juried review, but written by one person, who appears to have an ax to grind, especially with the science education research community, as well as those who advocate science inquiry, STS, or student-centered ideology. Indeed, the only good standard is one that is rigorous, and clearly content and discipline oriented.

I?ve read and reviewed the Fordham review of the Framework, and published my review here. Here some excerpts from my review.

Grade: B. In general, Dr. Gross, as well as Chester E. Finn, Jr. (President of the Fordham Foundation), are reluctant to give the Framework a grade of ?A? instead mark the NRC?s thick report a grade of ?B?.

Rigor. ?Rigor is the measure of depth and level of abstraction to which chosen content is pursued, according to Gross. The Framework gets a good grade for rigor and limiting the number of science ideas identified in the Framework. The Framework identifies 44 ideas, which according to Gross is a credible core of science for the Framework. ?The evaluator makes the claim that this new framework is better on science content than the NSES?how does he know that?

Practices, Crosscutting Concepts & Engineering. The Fordham evaluation has doubts about the Framework?s emphasis on Practices, Crosscutting Concepts, and Engineering/Technology Dimensions. For example, Gross identifies several researchers and their publications by name, and then says:

These were important in a?trendy movement?of the 1980s and 90s that went by such names as science studies, STS (sci-tech studies), (new) sociology or anthropology of science, cultural studies, cultural constructivism, and postmodern science.

For some reason, Gross thinks that science-related social issues and the radical idea of helping students construct their own ideas are not part of ?mainstream science education, when indeed they are. Many of the creative Internet-based projects developed over the past 15 years have involved students in researching issues that have social implications. ?The?National Science Foundation?made?huge investments in creative?learning projects.

Gross also claims that the NRC Framework authors ?wisely demote what has long been held the essential condition of K-12 science: ?Inquiry-based learning.? The report does NOT demote inquiry, and in fact devotes much space to discussions of the Practices of science and engineering, which is another way of talking about inquiry. In fact, inquiry can found in 71 instances in the Framework. Gross and the Fordham Foundation make the case that Practices and Crosscutting ideas are accessories, and that only the?Disciplinary Core Ideas of the Framework should be taken seriously . This will result is a set of science standards that are only based on 1/3 of the Framework?s recommendations.

Gross cherry picks his resources, and does not include a single research article from a prominent research journal in science education. ?Dr. Gross ?could have consulted science education journals?found here, here, here?or?here. ?If he did, he might have found this article:?Inquiry-based science instruction?what is it and does it matter? Results from a research synthesis years 1984 to 2002. ?Journal of Research in Science Teaching (JRST) published this article?in 2010. Here is the abstract of the research study:

Various findings across 138 analyzed studies show a clear, positive trend favoring inquiry-based instructional practices, particularly instruction that emphasizes student active thinking and drawing conclusions from data. Teaching strategies that actively engage students in the learning process through scientific investigations are more likely to increase conceptual understanding than are strategies that rely on more passive techniques, which are often necessary in the current standardized-assessment laden educational environment.

The Fordham review of the Framework is not surprising, nor is their review of the first draft of the standards. ?Fordham has its own set of science standards that it uses to check other organizations? standards such as the state standards. ?They used their standards as the ?benchmark? to check all of the state science standards, and concluded that only 7 states earned an A. ?Most of ?the states earned an F.

If you download Fordham?s report here, scroll down to page 208 to read their science standards, which they call content-specific criteria.

I analyzed all the Fordham standards against Bloom?s Taxonomy in the Cognitive, Affective and Psychomotor domains. ?Using Bloom?s Taxonomy, 52% of the Fordham science standards were rated at the lowest level.?? Twenty-eight percent of their standards were at the comprehension level, 10% at application, and only 10% above analysis. ?No standards were found for the affective or psychomotor designs.

All I am saying here is that Fordham has its own set of science standards, and I found them?inferior to most of the state science standards, the National Science Education Standards (published in 1996), as well as the NAEP science framework. ?You can read my full report here.? I gave Fordham?s science standards a grade of D.

Fordham Commentary on the New Science Standards

Given this background, we now turn our attention to Fordham?s Commentary & Feedback on Draft I of the NGSS.

The Fordham reviewers, as they did when they reviewed the NRC Framework for Science, felt the standards? writers ?went overboard on scientific and engineering practices. ?From their point of view, crosscutting concepts and scientific and engineering practices create challenges to those who write standards.

Fordham science standards are reminiscent of the way ?learning goals were written in the 1960s and 1970s. ? Writers used one of many behavioral or action verbs such as define, describe, find, diagram, classify, and so forth to construct ?behavioral objectives. ?The Fordham standards were written using this strategy. Here are three examples from their list of?standards:

  • Describe the organization of matter in the universe into?stars and galaxies.
  • Identify the sun as the major source of energy for?processes on Earth?s surface.
  • Describe the greenhouse effect and how a planet?s?atmosphere can affect its climate.

The Fordham experts raised concerns about the way standard statements are written. ?As shown in the examples from the draft of the NGSS, the standards integrate content with process and pedagogical components.

I agree with the Fordham reviewers that the Next Generation Science Standards??are rather complex. ?Shown in Figure 1 is the ?system architecture that Achieve used for all of the standards. ?Figure 1 shows just four performance expectations (read standards), and their connection to practices, core ideas, and crosscutting concepts. ?Every science standard in the Achieve report is presented in this way.

The Fordham reviewers gave careful attention to each standard statement, and indeed in their report they include many examples of how the standards? writers got the content wrong or stated it in such a way that was unclear.

But the Fordham reviewers take the exception to the science education community?s research on constructivism. ?In their terms, science educators show fealty to constructivist pedagogical theory. ?To ignore constructivism, or to think that science educators have an unswerving allegiance to this well established and researched theory is quite telling. ?To me it indicates that Fordham holds?a traditional view of how students learn. ?It tells me that these reviewers have boxed themselves into a vision of science literacy by looking inward at the canon of orthodox nature science. ?Content is king.

To many science teachers and science education researchers, an alternative vision gets its meaning from the ?character of situations with a scientific component, situations that students are likely to encounter as students. ?Science literacy focuses on science-related situations (See Douglas Roberts? chapter on science literacy in the Handbook of Research on Science Education).

The Fordham reviewers recommend that every standard be rewritten to cut ?practices? where they are not needed. ?They also want independent, highly qualified scientists who have not been involved in the standards writing attempt to check every standard. ?The National Science Teachers Association, comprised of science teachers and scientists is quite qualified to do this, and indeed the NSTA sent their recommendations to Achieve last week.

I would agree with the Fordham group that the next version of the standards should?be presented in a clearer way, and?easily searchable. ?I spent a good deal of time online with the first draft, and after a while I was able to search the document, but it was a bit overwhelming.

Finally I would add that when you check the Fordham analysis of the new standards, the word ?basic? jumps out. ?Near the end of their opinion report, they remind us that the science basics in the underlying NRC Framework were sound. ?What they are saying is that the NGSS writers need to chisel away anything that is not solid content from the standards.

One More Thing

Organizations such as Achieve and the Fordham Institute believe?the U.S. system of science and mathematics education is performing below par, and if something isn?t done, then millions of students will not be prepared to compete in the global economy. Achieve cites achievement data from?PISA?and?NAEP?to make its case that American science and mathematics teaching is in horrible shape, and needs to fixed.

The solution to fix this problem to make the American dream possible for all citizens is to write new science (and mathematics) standards. ?One could argue that quality science teaching is not based on authoritarian content standards, but much richer standards of teaching?that form the foundation of professional teaching.

What ever standards are agreed upon, they ought to be based on a set of values that are rooted in democratic thinking, including empathy and responsibility. Professional teachers above all else are empathic in the sense that teachers have the capacity to connect with their students, to feel what others feel, and to imagine oneself as another and hence to feel a kinship with others. Professional teachers are responsible in the sense that they act on empathy, and that they are not only responsible for others (their students, parents, colleagues), but themselves as well.

The dual forces of authoritarian standards and high-stakes testing has taken hold of K-12 education through a top-down, corporate led enterprise. This is very big business, and it is having an effect of thwarting teaching and learning in American schools. A recent study by Pioneer Institute estimated that states will spend at least $15 billion over the next few years to replace their current standards with the common core. ?What will it cost to implement new science standards?

In research that I have reported here, standards are barriers to teaching and learning. ?In this research, the tightly specified nature of successful learning performances precludes classroom teachers from modifying the standards to fit the needs of their students. ?And the standards are removed from the thinking and reasoning provesses needed to achieve them. ?Combine this with high-stakes tests, and you have a recipe for disaster.

According to the?2012 Brown Center Report on American Education, the?Common Core State Standards?will have little to no effect on student achievement. Author Tom Loveless explains that neither the quality or the rigor of state standards is related to state NAEP scores. Loveless suggests that if there was an effect, we would have seen it since all states had standards in 2003.

The researchers concluded that we should not expect much from the Common Core. In an interesting discussion of the implications of their findings, Tom Loveless, the author of the report, cautions us to be careful about not being drawn into thinking that standards represent a kind of system of ?weights and measures.? Loveless tells us that standards? reformers use the word?benchmarks?as a synonym for standards. And he says that they use it too often. In science education, we?ve had a long history of using the word benchmarks, and Loveless reminds us that there are not real, or measured benchmarks in any content area. Yet, when you read the standards?common core or science?there is the implication we really know?almost in a measured way?what standards should be met at a particular grade level.

Loveless also makes a strong point when he says the entire system of education is ?teeming with variation.? To think that creating a set of common core standards will reduce this variation between states or within a state simply will not succeed.

As the Brown report suggests, we should not depend on the common core or the Next Generation Science Standards having any effect on students? achievement.

Safer grilling methods might cut cancer risk

(HealthDay News) -- A few simple changes in how people grill outdoors, such as avoiding too much beef or processed meats and not charring foods, can aid in cancer prevention, according to an expert.

"Two aspects of the traditional American cookout, what you grill and how you grill it, can potentially raise cancer risk," Alice Bender, a dietitian with the American Institute for Cancer Research, said in an institute news release. "Diets that feature big portions of red and processed meat have been shown to make colorectal cancer more likely. Evidence that grilling itself is a risk factor is less strong, but it only makes sense to take some easy cancer-protective precautions," she added.

One way to help prevent cancer is to avoid overcooking foods on the grill, Bender said. Charring, she explained, results in the formation of cancer-causing compounds called heterocyclic amines (HCAs) and polycyclic aromatic hydrocarbons (PAHs).

Bender offered four other ways to grill more safely:

Add color (but not red meat). By cutting back on red meat and grilling a wider variety of colorful fruits and vegetables, people will increase their intake of phytochemicals. These naturally occurring compounds found in plants offer protection against cancer, Bender said. She suggested grilling vegetables like asparagus, onions, mushrooms, zucchini, eggplant and corn on the cob, which can be grilled whole, in chunks or in a basket. When grilling fruits, she noted, brush them with olive oil so they won't stick. Bender added that fruits should be grilled a day or two before they are completely ripe so they retain their texture.

Mix it up. Opt for chicken or fish instead of hamburgers or hotdogs.

Marinate. Marinating meat reduces the formation of HCAs, Bender advised. Marinating meats in seasoned vinegar or lemon juice for even just 30 minutes can be beneficial, she noted.

Pre-cook (partially). Pre-cooking meat will reduce the amount of time it spends exposed to high heat on the grill and reduce the formation of HCAs. Bender cautioned that partially pre-cooked meats should be transferred from the kitchen to the grill right away.

Cook slowly. By grilling meats slowly at a lower heat, they are less likely to burn or char. Bender said this will reduce the amount of HCAs and PAHs that end up on people's plates.

Bender added that visible fat should be trimmed off meats to avoid high flames or flare-ups, and that any charred portions of meat should also be cut off.

Believe it or not, the only countries to have docked a human-helmed spacecraft in the first 50 years of spaceflight were Russia and the US. That small community just got bigger, as China's Shenzhou-9 has successfully docked with the Tiangong-1 module put in orbit for just such a test. The link-up is being used for experiments in the short term, but it's a key step in a program that will ultimately lead to a full-fledged Chinese space station. On top the wider ambitions, the docking also marks a victory for gender-neutral space travel: Liu Yang, one of three crew members, is the country's first female spacefarer. China's space program has a long road ahead, but it's clear the International Space Station won't be alone for much longer.

WEIMAR, Germany -- Time is running out for Angela Merkel.

The German chancellor -- Europe?s last, best hope for staving off financial and economic ruin -- is running out of options to save the euro zone?s common currency.

Sunday?s cliffhanger Greek elections may have postponed Athens? departure from the common currency, along with the risk of a wider euro zone recession that would threaten Germany?s export-reliant economy. But Athens has yet to form a new government willing to accede to Germany?s demands for continued, painful spending cuts.

"We want Europe, we want to cooperate," said Filippos Nikolopoulos, a sociology professor at Crete University. "But we do not want to be subjugated by Mrs. Merkel."?

In 18 summit meetings over two years, European leaders have tried and failed to agree on a way out of the debt crisis. Now, Greece has little time to form a new government. With a shrinking cash balance leaving Athens days away from issuing IOUs to government workers, the so-called ?troika of bailout agencies? the IMF, ?EU and European Central Banks - are refusing to send a new mission to Greece until it?s clear who they will be negotiating with.

Even if a government can be formed, the political divisions that have brought Greece to the brink of economic collapse remain deeply entrenched.

?There is significant risk that this government, if formed, will be weak and short-lived,? said David Rosenberg, chief economist at Gluskin Sheff. ?Lacking is the deep popular support needed to usher in critical legislation. Instead, we can probably look forward to policy paralysis.?

Merkel?not only faces continued resentment among Greeks but is also losing support among her own voters, especially for her plan to bind Europe more closely in a common political union that would require Germans to cede sovereignty to Brussels and turn over more power to the European Parliament.

?I feel more secure living in a smaller country with its own government,? said Mara Loth, an architecture student at Bauhaus University. ?I think if Europe were like the U.S. -- if all the states were put together -- I wouldn?t even understand my president because he would talk another language. So I really, really hope this?doesn't?happen.?

German prides runs high here in the town that gave its name to a democratic regime that ruled between world wars until it was undone -- largely by economic turmoil. While cable news channels are devoting heavy coverage to Merkel?s negotiations with world leaders at the G20 summit meeting in Mexico, most TV screens stay tuned to the latest round of the Euro 2012 soccer championship, in which Germany remains a strong contender.

Merkel finds herself increasingly isolated in her quest to save Europe by prescribing harsh medicine to southern neighbors that include the kind of of spending cuts and labor reforms that helped revive Germany?s moribund economy a decade ago.

For a time, Merkel enjoyed the support of her neighbor, former French President Nicolas Sarkosy, who lent the support of Europe?s second-largest economy to demands for fiscal austerity in Greece, Ireland, Portugal, Spain and Italy. But Sarkozy's recent loss to socialist Fran?ois Hollande, who campaigned on a promise to reverse the tightfisted policies of his predecessor, has left Merkel with just a handful of smaller northern European allies. Merkel?s austerity roadmap was further eroded Sunday when French voters strengthened their support for Hollande?s new government.

Burdened by the history of two world wars fought over its former leaders' imperial ambitions, Germans are deeply averse to calls that they assume an even larger role in reversing Europe's deepening political divide and widening financial crisis. Such calls have come in recent weeks President Barack Obama, Hollande, British Prime Minister David Cameron and Italian Prime Minister Mario Monti, among others.

Merkel has steadfastly resisted proposals for new measures such as a bank union to guarantee deposits, a debt repayment fund to free up frozen credit markets, and the pooling of borrowing among euro zone members through the creation of a common euro bond. Some economists warn that unless Merkel supports such measures, the unwinding of the euro zone will accelerate.

Germany is not unsympathetic to the plight of its struggling southern neighbors. The Berlin government has already contributed the bulk of the nearly 700 billion euros ($900 billion) raised for various bailout funds and guarantees. With demand for its exports already beginning to soften, many German workers clearly understand the threat of a widening recession outside German borders.?

But so far, the euro crisis, for most Germans, is still contained largely to newspaper headlines and TV reports.?Increasingly isolated on the world stage, Merkel faces waning popular support at home for further bailouts. Though Germans support the preservation of the common currency that helped boost their export economy, opinion polls show opposition to further bailouts running about two to one.

And there is little appetite for Merkel?s plan for a United Europe.

?Even though Germany has economic problems, it is one of the leading countries in Europe,? said Loth, the Bauhaus student. ?That?s why I feel like I?m in a good position living in Germany right compared to other European countries. I understand why, and I understand that countries having bigger economic problems need to be supported and I understand that they need help too. But I think uniting Europe is not going to solve that problem."

The need to outline a lasting strategy to save the euro currency and the escalating violence in Syria are on the agenda, as world leaders meet in Los Cabos, Mexico for a G20 summit. NBC's Chuck Todd reports.

JIUQUAN, China (Reuters) - China put its first woman into orbit on Saturday, one of three astronauts to attempt a critical space docking in the latest challenge for the country's ambitious space programme.

A Long March rocket blasted off in the early evening from the remote Jiuquan Satellite Launch Centre in the northwestern Gobi Desert, carrying with it the Shenzhou 9 spacecraft and the three astronauts, including 33-year-old female fighter pilot Liu Yang.

This is China's fourth manned space mission since 2003 when astronaut Yang Liwei became the country's first person in orbit, and comes as the United States has curtailed manned launches over budget concerns and changing priorities.

The launch was carried live on state television, and until moments before blast-off, a camera showed the three astronauts in the cabin occasionally waving. A red placard with the Chinese symbol for good fortune hung behind them.

Within days, the astronauts will try to dock with the orbiting Tiangong (Heavenly Palace) 1 module launched last September, part of a 13-day mission crucial to China's ambition to put a space station in orbit around 2020.

"I believe that we can achieve this goal, because we already have the basic technological capability," Zhou Jianping, the chief designer of China's manned space engineering project, told reporters before the launch.

A successful manned docking mission for China would be the latest show of the country's growing capabilities in space, to match its expanding military and diplomatic clout.

Still, Beijing is playing catch up with the United States and Russia, which, along with other countries, jointly operate the International Space Station some 240 miles above Earth.

Rendezvous and docking techniques such as those which China is only testing now were mastered by the United States and the former Soviet Union decades ago, and the 10.5 meter-long Tiangong 1 is a trial module, not a full-fledged space station.

Linking with the unmanned module will be an important hurdle in China's efforts to acquire the technological and logistical skills needed to run a full space lab that can house astronauts for long stretches.

Fears of a space arms race with the United States and other powers mounted after China blew up one of its own weather satellites with a ground-based missile in January 2007, though China has insisted its programme is peaceful.

"China's manned space programme has never been for military purposes. It is mainly to research how mankind can go into space, use space peacefully," He Yu, the general commander of China's manned spacecraft project, said before the launch.

The United States will not test a new rocket to take people into space until 2017, and Russia has said manned missions are no longer a priority.

But NASA has begun investing in U.S. firms to provide commercial spaceflight services and is spending about $3 billion a year on a new rocket and capsule to send astronauts to the moon, asteroids and eventually to Mars.

Chinese scientists have talked of the possibility of sending a man to the moon after 2020, the final step in a three-stage moon plan, which includes the deployment of a moon rover in 2013 and the retrieval of lunar soil and stone samples around 2017.

China's space programme has come a long way since late leader Mao Zedong, founder of Communist China in 1949, lamented that the country could not even launch a potato into space.

Suu Kyi to make bittersweet return to Oxford

LONDON (AP) ? Before Aung San Suu Kyi was a prisoner of conscience and a political icon, she inhabited a world of children's birthday parties, university libraries and bicycle-filled English suburbs.

The leader of Myanmar's democracy movement spent years in the university city of Oxford with her English academic husband and their two sons. She left one day in 1988 to care for her sick mother, thinking she would be gone for weeks. Almost a quarter of a century later, she is about to return for the first time.

On Monday, Suu Kyi begins a weeklong trip to Britain as part of a European tour. Her itinerary includes talks with Prime Minister David Cameron, an address to Parliament and a meeting with Prince Charles.

But the most bittersweet moment will likely be her homecoming to Oxford, where on Wednesday the 66-year-old will finally accept the honorary doctorate she was awarded in 1993, while she was under house arrest in Yangon.

Oxford looks much the same as when she left, a traffic-clogged jumble of spires and bridges and Gothic college buildings. But her children are grown and her beloved husband, Michael Aris, is dead.

"I'm sure within herself it'll be an extremely emotional moment," said Peter Popham, author of "The Lady and the Peacock," a biography of Suu Kyi. "When she left in March 1988 she expected to be away for a while, possibly a few months, but certainly not 24 years."

Suu Kyi arrived in Oxford in 1964 from a background marked by both privilege and tragedy.

She had been educated at a convent school in New Delhi, where her mother was ambassador for the country then known as Burma. Her father, Gen. Aung San, a political leader who negotiated Burma's independence from Britain, had been assassinated by political rivals in 1947, when she was 2.

She studied politics, philosophy and economics at Oxford University's then-women-only St. Hugh's College, a handsome collection of red brick Edwardian buildings set in extensive gardens.

Student friend Ann Pasternak Slater recalled a striking figure whose "firm moral convictions and inherited social grace contrasted sharply with the tatty dress and careless manners, vague liberalism and uncertain sexual morality" of her English counterparts.

Suu Kyi was not a party animal ? she tasted alcohol just once, to see what it was like ? but did embrace other Oxford traditions.

In the essay collection "Freedom From Fear," Pasternak Slater described her learning to operate a punt ? Oxford's characteristic flat-bottomed boats ? and to ride a bicycle, swapping her traditional Burmese long skirt, the lungi, for a pair of white jeans.

While at Oxford, Suu Kyi met Aris, a Himalayan scholar who later served as tutor to the children of the king of Bhutan. They married in 1972 ? on condition that if her country ever needed her, she would go.

Neither imagined how high the price would be.

"She thought she might go to Burma one day to set up a mobile library once the kids were grown and Michael was retired," said Rebecca Frayn, screenwriter of "The Lady," a recent feature film about Suu Kyi. "They had a little dream that he would grow orchids."

The couple lived in Bhutan and London, then settled in Oxford when Aris got an academic post. Suu Kyi looked after sons Alexander and Kim and pursued doctoral studies.

Frayn said the future Nobel peace laureate embraced her role as academic wife and "utterly devoted mother."

"She was famed for her exquisitely organized birthday parties," Frayn said. "The common thing is that she did whatever she did to the Nth degree."

In March 1988, Suu Kyi returned to Myanmar to nurse her dying mother, and found herself on the front line of mass pro-democracy protests that erupted soon after. The hospital where her mother was being treated was inundated with injured demonstrators.

As the daughter of a national hero, Suu Kyi was an instant emblem of the movement. She embraced her destiny and helped form the National League for Democracy ? with the support of her far-off husband.

"From the outset, they knew it was a tough decision to go into politics," Popham said. "But I don't think any of them had an idea of how hard it was going to be. Michael thought the regime would collapse within months and they would be reunited by Christmas 1988."

In fact, Aris saw his wife only a handful of times after she left Oxford.

The NLD won elections in 1990, but was kept from power by the military junta. Suu Kyi spent much of the next 20 years under house arrest, finally being released in November 2010. In April, she won a seat in the country's national assembly, and is campaigning for further reform.

The couple's predicament took a cruel twist in 1997, when Aris was diagnosed with what turned out to be terminal prostate cancer. The junta would have allowed Suu Kyi to leave Myanmar to visit him ? but she feared she would not be allowed to return. He applied 30 times for visas to visit her; all were rejected.

"He was adamant she shouldn't come back," Frayn said. "He was convinced (his visa) would be granted and he would die in her arms."

Aris died in Oxford on his 53rd birthday in 1999. He had not seen his wife in more than three years.

Frayn said the years of separation had left a "complex emotional legacy" for Suu Kyi's sons, now in their 30s.

Kim Aris lives in Oxford and has visited his mother several times since her release from house arrest. Elder brother Alexander ? who at age 18 delivered the 1991 Nobel Peace Prize address on behalf of his mother ? lives in a Buddhist community in Portland, Oregon. Neither has given interviews to the media.

Suu Kyi, too, rarely speaks of her emotions ? a reflection, Frayn said, both of her Buddhist faith and of her political convictions.

"She is surrounded in the National League for Democracy by people who spent many years in prison, and in some senses her context is that she got off lightly compared to a lot of her close political colleagues," Frayn said. "She has said that this is in a sense her cross to bear, the long-term separation from her sons.

"A journalist once said to her that her story was like a Greek tragedy. She absolutely rebuked him and said: I made a choice."

Japan OKs restart of 1st reactors since tsunami

(AP) ? Japan's government on Saturday approved bringing the country's first nuclear reactors back online since last year's earthquake and tsunami led to a shutdown of reactors nationwide.

Despite lingering safety concerns, the restart could speed the resumption of operations at more reactors across the country. The decision paves the way for a power company in western Japan to immediately begin work to restart two reactors in Ohi town, a process that is expected to take several weeks.

All of Japan's 50 nuclear reactors are now offline for maintenance or safety checks. Public opposition to the resumption of nuclear operations remains high because of the crisis the tsunami touched off at Fukushima Dai-ichi plant, the worst atomic disaster since Chernobyl.

The restart is being closely watched as an indicator of how aggressively the government will act to approve operations at other reactors.

The government has been pushing hard to bring some reactors online as soon as possible to avert power shortages as demand increases during the summer months. It says the reactors in the town of Ohi are particularly important because they are in an area that relied heavily on nuclear before the crisis, and have passed safety checks.

"Safety is our main concern," said trade and industry minister Yukio Edano. "We have approved the beginning of the restarting process. It will take some time for the reactors to begin generating electricity, and we request people continue to save energy. If there are safety problems, the process could be delayed."

Prime Minister Yoshihiko Noda announced the government's approval after Ohi's mayor and the local governor publicly stated they support the plan. Local approval isn't needed legally.

"I approve the plan because I have been assured of the government's safety efforts and because it will provide stability for our industries," Issei Nishikawa, the governor of Fukui prefecture which oversees Ohi, said after meeting Noda in Tokyo on Saturday.

Kansai Electric Power Co. officials say bringing the two reactors online now is needed to help avert a power crunch in Osaka, Japan's second-largest metropolis, and other areas in the west. They say demand is expected to peak in mid July or early August, so they need to begin work immediately to get the reactors up and running in time to avoid shortages.

KEPCO says it will take about three weeks to get the first reactor back online. It will start the plant's No. 3 reactor first, and the No. 4 reactor after that.

Last year's March 11 disaster devastated the nuclear plant in Fukushima, leading to explosions, meltdowns and massive leaks of radioactive material. Tens of thousands of residents near the plant were forced to evacuate, and large areas around the reactors there are still off limits because of the danger of exposure.

The government and power company that ran the plant, Tokyo Electric Power Co., have acknowledged they were unprepared for such a disaster. They are in the process of reviewing and strengthening measures to make sure that such a disaster does not recur.

But while safety concerns still run deep, Saturday's decision could speed up efforts to get more plants running across the country.

Until now, the government had withheld approval to restart any nuclear reactors shut down for safety inspections or repairs since the disaster, and the last reactor went offline in May.

While pushing for the restart of reactors that have passed safety checks, Noda has pledged to gradually reduce Japan's reliance on nuclear power. Before the crisis, nuclear generated about one-third of Japan's electricity.

Japan is debating renewable energy targets of between 25 percent to 35 percent of total power generation by 2030, looking to Germany, which raised the proportion of renewables from 5 percent in 1990 to 20 percent by 2010.

But the sudden shutdown of nuclear plants has hit Japan's economy hard.

To offset the shortfall, utilities have ramped up oil- and gas-based generation, and that contributed to the country's biggest annual trade deficit ever last fiscal year. Noda and others argue that the higher cost of energy without nuclear will cost people their livelihoods and could cripple recovery efforts.
